I make all my websites with Notepad++.. So yeah, that's what I recommend. I really dislike WYSIWYG software. If you want it to have a blog, then it requires that your server has PHP and MySQL (in WordPress's case), or any other compatible scripting language, and SGBD. Egoraptor made his website with HTML and CSS himself, and worked over PHP+MySQL.. you'll need to learn that. Well..
