    The best free HTML builder in my opinion is Notepad, that comes free with Windows. The main website builders other than that are used are paid such as MS Fontpage or Dreamweaver.

    You want a free HTML Website Builder, and a few years ago their would be none apart from suggesting using sites like GeoCities. Recently their has been an influx in opensorce software!

    I have attached 5 links to different opensorce websites that should offer you what you desire. Free HTML Website Builders, it is wise to choose one you like the look and feel off.
