Prices for these have fallen drastically to something like 10$ per page, including graphics and pictures! (and are not worth bothering with). Think this way: adding a picture to the code takes 17 sec. Uploading it with FTP takes 3 sec. Total per image 20sec. Get paid 1$ per image is too high a price... Since you are forced to use some template based system, the "design" should be really simple. Charge by the hour if you can, 10-20$/hr (if you are good and quick!). Otherwise, 2 to 500$ is a max: she can get these sites designed by "emerging economies" for 200$! (Try rentacoder.com: e-commerces start as low as that!)
