What is a good website builder? i mean real good (i don’t know any html etc… codes or anything) something that i can make look real good like www.wincustimize.com and not have to pay for it ( i’d much prefer a dowloadable version cus we have a internet computer and a games school etc.. computer and i can’t do it on this one( just something to work offline with) )

you can make websites in word too; just save the file as an html
Otherwise there is plenty of freeware available. Just search tucows or download.com for something right for you.
If you want to pay, dreamweaver is excellent also, but since you said you want it to be free and downloadable.
To be honest, you really can’t make a website like wincustomize without some html and css knowledge imho, especially without an expensive program. try to learn some, especially if this is for a hobby rather than for a school project (which would make it more urgent).
otherwise use blogger, geocities, wordpress, or something like that. It depends what the website would be for.
