Since you already have a Yahoo account, you might look at their free GeoCities offering…
(They get paid my sticking ads on your web page, which you cannot get rid of.)
For more freedom, and no ads, their small business section offers the whole works, but it’s not free…
(It doesn’t have anything to do with being a business. A personal page is fine too.)
Both have tutorials and easy-to-use page design features. At least, you could use this for practice, and if you didn’t like it, you could move on after you gained some skills. (I’m sure you’re not an idiot!)
