Making a website that reviews products?

I want to create a website that has products reviews (amongst other things) on it. I would like to make it so that consumers can fill out a form that they would submit and that would become the review. I am thinking about using a popular website builder to make this website. Is there something special I need to do to build this review form or is there another way I need to do it? Is this something I can do with a website builder? Thanks!

    I agree with using WordPress, but their site is. They have plugins that allow for extended functionality, including user-input comments. This can function as reviews. You can use the blog page itself to display basic product info, like title, manufacturer, photo, price range etc.
