Where can I find website builders? (without hosting)?

I am looking for a site builder where I can easily edit to create a site. I need something without hosting because my site is hosted someplace already. Any links would be great. I don’t mind paying a small fee. But I can’t find anything good.

If you’re familiar with CSS and HTML, you can use Notepad (if you’re a Windows user this is already installed). Alternately try Notepad++ which does color coding, helping you find possible errors easier.
If you’re using a Mac, try Taco HTML Edit.
Also OpenOffice, has an HTML editor but I haven’t used it. From the screenshots, it seems to be a graphical one. try it, and see how it works.

check with your hosting site, they already come up with ‘content management system’ like drupal or joomla. these are little complicated to start with but are just great later.
even if u r not planning to use them for your site, just play around one of them – you will get to know most of the tips for building a website
