Does anyone know of a Free Website Builder that allows people to join the site, as well as submit writing ect?

I’ve searched around but have yet to find a website builder that allows people to join as a member, as well as submit works (such as writing, poetry ect.) along with blog options for the members. If you don’t know of a free one, could you please give me the name of one that is somewhat cheap? (If you need an Idea of what I’m talking about go to TeenInk.com which has kind of the interface I am looking for.)

    If you have your own domain and hosting can use the CMS
    Users can get a blog with your sub domain, such as WordPress.com
