Website builders are NOT free/paid hosting sites. They may provide a web site editor and templates, but they are not web site builders. You are. Use any good free Visual Editor, download the millions of FREE templates available on the Internet or make your own in any of the FREE graphics editors.

Wordpress is excellent. It’s really easy to get started if you know Webs and you can build in a lot of features using plug-ins. Hosting on the wordpress.com site is free and the user community is really helpful.

That is a good list that is there, and to add to it, Soholaunch is really easy and as you grow, you can do just about anything with it.
They also have a plug-ins section to add additional features.

There are so many website builder software out there, which one is best for you is depending on your programming skills, how much flexibility you want, and whether you just want to build websites for yourself or also want to build websites for your clients.
Web-Based
—————
Most web-based site builder requires you to stay with their web hosting plan, which is fine for beginners because it is easy (no hosting a/c to setup, no need to know FTP). The risk — your website goes down as soon as their service goes down. You cannot edit or view your website anymore if they decide to close the service. YOU LOSE EVERYTHING. You can check out WIX which is free and have a large group of users and is funded by VC already — so at least you know they will stay in business for a while and your website is safe.
Website Builder for Windows
————————————–
If you are not a professional web designer, and do not have advance skill in website coding language such as HTML or Flash, or simply has no time to learn, then you should consider some all-in-1 website builder software. A popular template-driven website builder (base on TUCOWS) is A4Desk, Which comes with website templates and template editor in 1 package (free download).
A4Desk provides a WYSIWYG (what you see is what you get) editing environment, plus a website template gallery which allows you to kick-start a website easily. The website builder supports UNICODE and also multiple language interface including English, French, German, Italian, Spanish and Dutch.
You can build any number of websites, and also resell to clients, all included in one package at a fix cost with no monthly fee. All content are stored on your own server so you can edit the website anytime, and without any worry that your website will suddenly disappear because a 3rd party company stops to operate
