    Try Adobe Flash Builder ,… or Flex builder which uses Adobe’s coveted FLEX framework.

    Its for developing high end Web2.0 flash based websites ( three tier web application ) ,..

    I hope you are not asking for just a User Interface builder. Adobe Flex is end to end framework.

    Give it a shot ;) …or Google for more info.
