I am looking to build a website but don’t know where to go to start one. I want it to be Safe, free and no downloads. I am also looking for one that I can make Fourm Topics, and people could make a username and stuff.

Yola is an excellent free website builder. Nabble is an online service that requires you to sign up, but does not download anything and is free. Nabble allows you to create custom forums, and it can be embedded into your website.

You will have to know server-side scripting language like PHP and a database like MySQL if you want to run a forum type website. Here are some alternatives…

The best place I have found to make a free website is. I used it to build my website and it was very easy for the do-it-yourselfer. It has everything you need to build and maintain your website including free hosting and a webstarts web address. It also has lots of video tutorials to help you through every step of the way. Most website builders come free with web hosting services.
You would not need to download anything. You would just need to login through the web, select the look of your website, add text and images and then just click on the publish button.
