I want to start a site that would function a lot like Yahoo! Answers where people would sign up for an account and then put their opinion on different subjects. I would like it to keep track of points based on other people’s opinions but I am not sure if there is a software that can set that all up correctly.

If can find a free would be better. but if cannot what is a good website builder out there that does not need you to know any of the HTML?
